Dr. José Ricardo-Osorio holds a bachelor’s degree in modern languages from Universidad del Atlántico (Barranquilla, Colombia) and earned a master's degree in Spanish and a Doctorate in Higher Education from the University of Arkansas (Fayetteville). Dr. Ricardo-Osorio has over twenty years of experience as a teacher and over ten years as an administrator.
Dr. Ricardo-Osorio served as the interim Dean of the College of Education and Human
                              Services at Shippensburg University of Pennsylvania. Additionally, he has held positions
                              as Associate Dean and as Department Chair. Dr. Ricardo-Osorio has taught foreign language
                              teaching methods, Spanish, and Latin American culture. He has also served as supervisor
                              of student teaching.
                           
                           Dr. Ricardo-Osorio is a member of the American Council on the Teaching of Foreign
                              Languages and the Pennsylvania Modern Language Association (PSMLA). For his contributions
                              to foreign language teaching and the preparation of language teachers, Dr. Ricardo
                              was awarded the Educator of the Year distinction by PSMLA and the Universidad del
                              Atlántico honored him as a Distinguished Alumnus.
                           
                           His research interests focus on assessment of student learning outcomes, faculty development,
                              and educational and professional leadership. His research has been published by the
                              Teagle Foundation, the American Council on the Teaching of Foreign Languages, and
                              the National Association of Laboratory Schools Affiliated with Universities.
                           
                           Currently, Dr. Ricardo-Osorio is developing a conceptual framework that he calls Net Engagement. This framework provides principles that can be used to enhance student success,
                              self-leadership, and sense of purpose. As the Dean of UHD’s College of Public Service,
                              he engages with students, faculty, staff, and community members to accomplish the
                              College’s mission and to strive for its vision.
