Distance Education Out-of-State Authority

The National Council for State Authorization Reciprocity Agreements (NC-SARA) helps expand students’ access to educational opportunities and ensures more efficient, consistent, and effective regulation of distance learning programs. Here are a few fast facts about NC-SARA and SARA:

  • As of October 2021, more than 2,300 institutions in 49 member states, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands participate in SARA.

  • UHD may notify students residing in a particular state that they are not eligible to register for distance education courses. In cases where UHD students are affected, the University will provide support to help resolve the issue.

  • UHD does not currently offer online courses to residents of American Samoa, Guam, and California.

A Consortium Agreement is a written agreement between two eligible schools. This agreement allows a student to be co-enrolled at UHD and another institution and receive financial aid based on the combined enrollment hours at both institutions.

The Home School is the school where the student is seeking their degree and is the college that will award the financial aid for them.

The Host Schoolis where the student temporarily takes courses that will transfer back to their home school. The courses taken at the host school must be applicable toward the student's degree at UHD.
