Taiwanese Cadets Learning Policing, Public Safety at UHD
The partnership between the University of Houston-Downtown (UHD) and the Central Police
University (CPU) of Taiwan has promoted a cultural exchange of ideas regarding law
enforcement for more than 10 years. At the heart of this partnership is Dr. Hsiao-Ming
Wang, professor of criminal justice and UHD Bayou Connection Program Director.
UHD Welcomes Taiwanese Police Cadets
The University of Houston-Downtown served as the site of an international exchange
of ideas on law enforcement during the month of January. More than 40 police cadets
and two professors from Central Police University (CPU) of Taiwan have spent two weeks
learning about police work from the experts at UHD’s Criminal Justice Training Center.
Criminal Justice Professor Advocates the Importance of Community Policing
Hsiao-Ming Wang has donned many hats—special agent, crime expert, professor—all in
the name of justice…criminal justice. His career in criminal justice began shortly
after earning a bachelor of commerce in Transportation Management from Taiwan’s Feng-Chi
University. After graduation, Wang joined the Investigation Bureau of the Ministry
of Justice in Taiwan as a special agent with a focus on economic crimes.
UHD Criminal Justice Professors Welcome Taiwanese Correction Officers
On December 16, the University of Houston-Downtown (UHD) welcomed officers Hung-Hsia
Huang, Shyue-Ming Lin, and Yung-Kai Kuo from the Ministry of Justice, Agency of Corrections
in Taiwan, and Yung-Lien Lai, an associate professor at the Central Police University
in Taiwan (CPU), as part of the academic partnership between CPU and UHD’s Bayou Connection
UHD Professor Speaks at International Conference on Human Trafficking
The 2016 International Workshop on Strategies for Combating Human Trafficking was
held by the Republic of China’s National Immigration Agency (NIA) in Taipei, Taiwan
on July 27 and 28. Hsiao-Ming Wang, professor of criminal justice and University of
Houston-Downtown (UHD) Bayou Connection Program Director, was invited by the NIA to
serve as a panel commentator.

Dr. Dayu Kao, the leader of the 11th group of Central Police University (CPU) students
studying at University of Houston-Downtown (UHD), took time to guest lecture in various
criminal justice classes on campus, including Dr. Judith Harris’ senior seminar class
and Dr. Hsiao-Ming Wang’s Statistics in Criminal Justice class.

the Asian Association of Police Studies (AAPS) annual conference, titled Policing
Reform and Social Governance, on Oct. 27 – 28, 2015 in Hangzhou, Peoples Republic
UHD to Host Taiwan-Texas Higher Education Forum
Educators from across Texas and from Taiwan will converge at UHD Friday, Oct. 2, for
the Taiwan-Texas Higher Education Forum. The goal of the forum is to increase international
cooperation and student mobility in higher education in Texas.

With today’s launch of the 2014 spring semester, UHD welcomed its nearly 14,000 students,
including one graduate and 11 undergraduates from Taiwan’s Central Police University
(CPU) for a two-week, study-abroad initiative through the Bayou Connection.
Taiwanese Students Learn English at UHD
From Jan. 14 – 31, the English Language Institute at UHD will host a group of 13 students
from the Central Police University (CPU) of Taiwan for a 2-week English for Special
Purposes course and accompanying field trips. The course will focus on the English
language of police and fire-fighting work.
