Pre-Award Information

There are many steps to successfully develop a research project and submit a proposal. ORSP aims to assists faculty and staff in identifying resources that will support the researcher's efforts in preparing a proposal. ORSP can assist you with the following:

  • ​​​​​​​​Assist with identifying funding opportunities​
  • Assist with budget development​
  • Negotiate awards and contracts
  • Provide training
  • Submit proposal​​ ​

Basic steps on how to submit a grant application through ORSP.

 

STEP 1: Find funding opportunity and determine eligibility

Funding Opportunities vary by sponsor. Please be sure to read the funding guidelines e.g., request for proposals (RFP), request for applications (RFA), etc. to determine UHD's eligibility to apply for the opportunity.  In addition, consult Guidelines for the Administration of Sponsored Programs by the Office of Research and Sponsored Programs (PS 06.A.06) to determine if you are eligible to serve as principal investigator on a grant.


STEP 2: Submit a Notice of Intent form

Notices of Intent are due at least 10 business days before the submission deadline. Applicants are encouraged to submit a Notice of Intent (NOI) as soon as possible. We cannot guarantee a timely submission if an NOI is submitted with less than 10 days' notice.


STEP 3:  Submit project narrative/proposal draft for ORSP review

Proposal drafts are due at least 5 business days before the submission deadline. Applicants are encouraged to discuss their proposed project with ORSP as soon as possible to help determine the project's feasibility. This includes determining if the project fits within the sponsor's guidelines, federal and state policies, and within UHD and UH-System policies.


STEP 4: Submit budget draft for ORSP review

Budget drafts are due at least 5 business days before the submission deadline. All budget drafts must be approved by ORSP.


STEP 5: Submit all required documents for ORSP review

All required documents are due at least 3 business days before the submission deadline. The required application documents can vary but generally include the project narrative, budget and budget justification, letters of support and/or collaboration, biographical sketches, current and pending support, etc.


STEP 6: Submit Proposal Transmittal Form

A completed and approved Proposal Transmittal Form (PTF) is due at least 2 business days before the submission deadline. The PTF should be approved by the PI and Co-PI's department chair and college dean. The proposal draft and budget draft mut be attached to the PTF.

Grant applications cannot be submitted without an approved PTF.


STEP 7: Complete application forms

ORSP will complete the required application forms. Application forms will vary by agency/sponsor.


STEP 8:  Submit grant application              

ORSP will submit the grant application at least one business day before the submission deadline. ORSP is the only department authorized to submit applications on behalf of UHD (see PS 06.A.06).

ORSP cannot guarantee a timely submission of an application if the required documents are not submitted to ORSP within the timeframes listed above.


STEP 9: Receive submission confirmation

Once the application has been successfully submitted to the agency, ORSP will send a confirmation email to the PI along with a copy of the submitted application package. ​
