​Scope of Responsibilities

In the College of Public Service, Dr. Van Horn is responsible for the Criminal Justice Training Center, the Center for Public Service and Family Strengths, the Department of Urban Education and the Department of Criminal Justice, which includes Criminal Justice and Social Work. She leads the recruitment and retention of quality College faculty and staff through hiring, evaluation, professional development and/or rank and tenure processes. Additionally, she leads the members of the College in strategic planning, which facilitates student access and success, programmatic advancement, research and scholarship, external partnerships and infrastructure. Dr. Van Horn also works to create a climate that fosters excellence and professional growth in the College of Public Service and facilitates the development of mutually beneficial relationships with external partners.

Educational Qualifications

Dr. Van Horn earned her Doctor of Education from the University of Houston, Master of Science from the University of Houston-Clear Lake and Bachelor of Science from the University of Houston. Her certifications include: K-8 Teacher and Reading Specialist.

Professional Experience

Dr. Van Horn has 15 years of experience at UHD in the roles of Assistant Professor, Associate Professor, Professor and Interim Dean of the College of Public Service. She also worked as an Adjunct Instructor at the University of Houston and the University of Houston-Clear Lake. Prior to entering higher education, Dr. Van Horn taught reading for seven years at Creekside Intermediate School. Her professional, community, college and university experiences have allowed her to cultivate mutually beneficial partnerships with the Houston community, with such organizations as FotoFest and the Museum of Fine Arts, Houston. Additionally, Dr. Van Horn has worked as a steward with an organization that supports UHD students with scholarship monies. Her experience also include work as a presenter at numerous local, state, national and international conferences and conventions and as an author and co-author of several books and chapters, peer-reviewed journal articles and professional book reviews.
