Scope of Responsibilities
At UHD, Chief Benford is responsible for the oversight and management of 24/7 organization that includes three patrol shifts, communications center, electronic security systems and support services. This includes the general direction, control and administration UHD's Police Department through a chain of command. He handles administrative and supervisory aspects of the position as well as working on budget controls and the development of policy and procedure. Chief Benford is also responsible for sustaining and advancing UHD PD's mission in support of the University's mission through the use of community policing and other best practices in campus law enforcement.
Chief Benford earned his Master of Arts in Leadership and Management from Sam Houston State University, Bachelor of Arts in Criminal Justice from the University of Houston-Downtown and Associate of Applied Science in Law Enforcement from Houston Community College. His certifications include Leadership Command College, Master Peace Officer Certification, TCOLE Instructors License and Crisis Intervention Certification.
Chief Benford has more than 25 years of experience in law enforcement and 20 of those years are in management positions. He's worked in a variety of positions, including patrol, investigations, internal affairs and special operations. In addition, he has 20 years of experience working in specialized policing with a primary focus in K-12 environment. Chief Benford held the position of Assistant Chief of Police for the Houston Independent School District (HISD) and while at this position, the school district became the only Commission on Accreditation for Law Enforcement Agencies (CALEA) accredited school district in the country.
