Scope of Responsibilities
At UHD, Ms. Manousos is responsible for reviewing current emergency management practices and standard operating procedures (SOP) for gaps. She proposes Corrective Action Plans to reduce or eliminate gaps in emergency management SOPs and develops All-Hazards Emergency Management Plan (EMP) based on current approved SOPs and updated/modified SOPs. Ms. Manousos develops Incident Annexes and Support Annexes to the EMP, reviews and updates EMP and Annexes annually or when lessons learned, after action reviews, or changes in policy, law or standards occur. She maintains established policies/procedures and develops new policies and procedures as required. Ms. Manousos also develops and maintains the Emergency Management web site. She is also responsible for ensuring the University is compliant with federal, state and local mandatory NIMS/ICS training requirements.
Ms. Manousos earned her Bachelor of Science in Education from York College of Pennsylvania. Her certifications include: FEMA NCP Continuity Practitioner Level I, International Association of Emergency Managers Certificate of Emergency Management, Multi-Hazard Planning for Higher Education, Homeland Security Exercise and Evaluation Program (HSEEP) and Citizen Emergency Response Team Instructor (CERT).
Carol Manousos has extensive emergency management experience. Her experience includes work as the Regional Catastrophic Planner for the Harris County Office of Homeland Security and Emergency Management; Independent Consultant for Sam Houston State University, Law Enforcement Management Institute of Texas and Corrections Management Institute of Texas and Assistant Program Coordinator for Sam Houston State University Criminal Justice Center.
