Each state agency shall develop and implement personnel policies and procedures that comply with Chapter 21, Labor Code, including personnel selection procedures that incorporate a workforce diversity program. The Texas Workforce Commission Civil Rights Division shall review the personnel policies and procedures of each state agency on a six-year cycle. The review shall be completed within one year. Not later than 60 days after the commission completes the review of a state agency and provides its review and any recommendations to the agency, the agency shall submit to the commission, the governor, the legislature, and the Legislative Budget Board a report detailing: whether the agency implemented the recommendations of the commission; and if the agency did not implement all of the commissions' recommendations, the reasons for rejecting those recommendations.
