Clen Burton is the father of twins Shelby and Clay. He is married to the former Michelle Barkate. He has taught over 25 sections of Financial Accounting. Fatherhood and teaching have reinforced the value and necessity of education and student success to Clen.
Since 2015 Clen has had the honor of serving as the Vice President Fiscal Affairs (VPFA) and CFO at the College of the Mainland (COM), a Minority and Hispanic Serving Institution. During Clen’s tenure at COM, the College has experienced substantial accomplishments in student success and the functions that support student success. Specifically, student enrollments, retention, and graduations increased to record levels. COM has nearly completed $182 million in new construction and facilities renovations, all derived from a community created academic master plan. COM also commissioned and implemented 96% of an employee compensation study. Because of the work of COM’s Foundation, any recent high school graduate can attend COM without tuition and fees after financial aid. In addition, COM has developed a transparent and participatory budget creation process, completed eight consecutive financial statement audits without an adverse finding, maintains ample cash reserves, greatly improved the administration’s relations with the College’s Board of Trustees and the community, as evidenced by having the first facilities bond initiative approved in 50 years. The voters approved this initiative by a two to one margin.
Prior to COM, Clen served as the first CFO at Lone Star Legal Aid (LSLA), the fourth largest legal aid firm in the country. While at LSLA, the firm corrected 22 preexisting internal control findings, developed alternative methods to address cash flow challenges, and did not have an adverse audit finding for the first time in several years. As well, during Clen’s time at LSLA he became a self-proclaimed expert of Houston’s downtown tunnel system and mass transit system. Prior to moving to Texas, Clen held higher education leadership roles as the initial Vice Chancellor of Finance and Administration for River Parishes Community College and Business Manager for the Baton Rouge location of the Louisiana State University Health Sciences Center (LSUHSC-NO)
Clen is a Certified Public Accountant and passed the Certified Internal Auditor and the the Certified Information System Auditor exams. He holds three degrees from LSU including a PhD in Human Resources Education, a Master’s in Accounting, and a Bachelors in Speech Communications. He has an Associate degree in Computer Information Systems from Bossier Parish Community College. Clen is a board member of the Dickinson Rotary Club. He enjoys supporting his daughter, a three time all state musician, in her current role as a member of the University of Texas Longhorn Band. Lastly, Clen professes to having an unhealthy passion/obsession for LSU football.
