Dr. Stephen A. White has been in the field of education for over 42 years. Dr. White has been a classroom teacher, Director of Bilingual/ESL (Fort Bend ISD) consultant for the State of Texas in the fields of Migrant/Bilingual/ESL/Bilingual Special Education/Multicultural Education. Dr. White has presented at local, state, national, and international conferences. Dr. is a member with the following organizations: IRA (International Reading Association), NABE (National Association of Bilingual Educators), NCTM (National Council of Teachers of Mathematics), NMSA (National Middle School Association) local IRA's (Texas, New York, California, Illinois, Indiana, Florida, New Jersey, Massachusetts, Louisiana and Mississippi, TABE (Texas Association of Bilingual Education) and CABE (California Association of Bilingual Education).

A major premise of my research has been in the interdependence between the first language (L1) and second language (L2) acquisition. My research investigates the effect of staff development training with regular educators working with ELL (English Language Learners) to better understand language acquisition or L1 and L2.
Given the research this study is designed to provide information concerning staff development for regular educators working with ELL and whether or not it is successful. Specially, the purpose is to research the extent of staff development on regular educators and to minimize the chances that students will suffer the negative consequences of exiting or dropping out of school.
