Scope of Responsibilities

Ms. Vargas oversees the Department of Emergency Management and Fire Safety. Her responsibilities involve promoting campus safety, planning for catastrophic incidents, overseeing the University’s All-Hazards Emergency Management Plan, coordinating the Continuity of Operations Plan, supporting plan review to ensure life safety measures are adopted during the construction process, and coordinating campus life safety inspections.

Educational Qualifications

Ms. Vargas earned a Master of Arts at Naval Postgraduate and a Bachelor of Arts from Notre Dame University. She also is Master Peace Officer (Texas Commission on Law Enforcement (TCOLE)); Master Arson Investigator, Texas Commission on Fire Protection, Certificate #109707; Master Structure Firefighter, Texas Commission on Fire Protection, Certificate #4426; Master Fire Inspector, Texas Commission on Fire Protection, Certificate #159485; Plans Examiner I, Texas Commission on Fire Protection, Certificate #159486; Hazardous Materials Technician and Incident Commander; Certified TCOLE Instructor; Certified FEMA Instructor; Certified Instructor-Texas Commission on Fire Protection; and Certified Red Cross Instructor - First Aid/CPR/AED.

Professional Experience

Ms. Vargas is a public safety professional with more than 25 years of experience in preparedness, mitigation, response and recovery. Her professional career includes 24 years with the Houston Fire Department where she began as a firefighter/EMT and promoted to various positions including Executive Assistant Fire Chief of Homeland Security.​
