UHD COVID-19 Response Matrix

  • Based on COVID-19 Response Task Force recommendations, the status of UHD operations and classes for fall 2020 will be guided by UHD’s Response Matrix and other guidance from state officials, as well as public health agencies.

  • As a state institution, UHD ultimately follows the directives of the Office of the Texas Governor.

  • Presently, UHD’s status remains at Step 1-Red. The University will start the fall semester at Step 1-Red. UHD will remain at “Red” status through at least Sept. 7.

  • If the status at UHD should change, we will communicate updates via the website and our emergency communication alerts by text and email. All students, faculty and staff should follow UHD guidance to determine how to engage in-person classes and resources on campus. To the extent possible, we will provide one week’s prior notice to changing the response level to allow time to prepare for the change.

  • The table below, adapted from the Task Force recommendations, summarizes the status of campus for each of the four COVID-19 Steps. This document should be read as informational, rather than contractual. It is subject to updates in response to new knowledge and variables throughout the semester.

RESPONSE STEP

STEP 1 RED: SEVERE, UNCONTROLLED COMMUNITY TRANSMISSION

STEP 3 YELLOW: MODERATE, CONTROLLED TRANSMISSION

STEP 4 GREEN: MINIMAL, CONTROLLED TRANSMISSION

STEP DESCRIPTION

​Community outbreaks present and worsening
Public health (testing and contact tracing) capacity strained or exceeded
Healthcare system surging 

Significant community transmission with limited evidence of reduction due to public health measures and other factors.

Healthcare system at or near surge.

CLASS MODALITIES

All classes scheduled as hybrid and Face-to-Face will be online until the response step changes, with exceptions for limited and specific course activities approved by Provost’s office (e.g. critical instructional needs; specific lab experiences with reduced numbers for enhanced health and safety protocols). Exceptions must be at the mutual request of the faculty member and participating students as an isolated event, and accompanied by a detailed plan of activities and health and safety precautions.

Hybrid, Face-to-Face, Online Interactive operate as scheduled if densities are viable; if we need to reduce density, it will be determined by Provost’s office, prioritizing courses which must have Face to Face for content as well as balancing density across floors/buildings.

The current Fall 2020 schedule, as of 8/7/20, (with its 80/20 ratio of online/Face to Face classes) represents a “baseline” Code Orange position.

​Hybrid, Face-to-Face, Online Interactive remain as scheduled, if the shift to yellow (from orange) occurs mid-semester.

If planning for a new semester in yellow (where the previous semester was red or orange), then the expectation is that academic units would schedule additional hybrid, online interactive, and low-cap Face to Face options (likely increasing by 10-15% over the baseline “orange” ratio), concurrent with any suggested modifications Health and safety protocols.

Hybrid, Face-to-Face, Online Interactive remain as scheduled, if the shift to green (from yellow) occurs mid-semester.

If planning for a new semester in green (where the previous semester was yellow), then the expectation is that academic units would schedule additional hybrid, online interactive, and Face to face options (likely increasing by 20-30% over the baseline “orange” ratio), concurrent with any suggested modifications in health and safety protocols.

Note: improvements that exceed minimal “code green” standards relative to the pandemic would likely constitute the conditions necessary to return to “normal” academic programming.

STAFFING

Only essential personnel (as well as those necessary to fulfill specific unit-level needs) will continue to work on campus. All other staff will continue to work remotely.

Campus access is controlled through UHD Police Department sign-in or similar measure.

Staff reporting to campus are expected to abide by all health and safety precautions – including effective social distancing.

Note: emergency leave will be available until the end of August, 2020.

​Only “code orange” personnel on campus as needed; all other employees work remotely (if possible).

Campus access may be limited to specific entrances.

Note: improvements that exceed minimal “code green” standards relative to the pandemic would likely constitute the conditions necessary to return to “normal” academic programming.

Staff reporting to campus are expected to abide by all health and safety precautions – including effective social distancing.

Only “code yellow” personnel on campus as needed; all other employees work remotely (if possible).

Staff reporting to campus are encouraged to abide by all health and safety precautions – including effective social distancing.

​During Code Green, all staff are approved to work on campus, with the exception of a few special circumstances.

Note: improvements that exceed minimal “code green” standards relative to the pandemic would likely constitute a return to full campus operations, with full staff reporting.

FACULTY

Faculty campus access limited to critical research needs and office access.

Campus access is controlled through UHD Police Department sign-in or similar measure.

Faculty may pick up material from other units (such as the library) on an appointment basis.

Faculty members offering instruction may access campus through UHD Police Department with Provost’s approval.

Faculty service obligations are rendered through virtual platforms; no in-person committee meetings on campus.

Office hours are held synchronously through virtual platforms.

Faculty reporting to campus are encouraged to abide by all city, county, and state health and safety precautions – including effective social distancing.

Faculty who teach Face to Face or hybrid or online interactive classes will be on campus during their classes.

Campus access may be limited to specific entrances.

Faculty have access to campus to conduct research, access their offices, and for instructional purposes. They will also be able to engage with selected administrative offices at the college and institutional levels. Such engagement will be based on the schedules and staffing restrictions of those units.

Faculty may pick up items from other units (such as the library) according to the operating schedules and staffing restrictions of those units.

Service obligations of all faculty are rendered through virtual platforms; no in-person committee meetings on campus.

Faculty teaching fully online will conduct office hours fully online. Faculty teaching in a Face to Face modality may decide to hold office hours in person or remotely or both.

Faculty may pick up items from other units (such as the library) according to the operating schedules and staffing restrictions of those units. Increased accessibility to these units is expected.

Service obligations of faculty are rendered through virtual platforms or in person, provided governing safety protocols are observed regarding social distancing, etc.

​All faculty will conduct office hours in person or remotely in order to meet college-level requirements and expectations. Faculty with Face to Face classes will be expected to hold some portion of their office hours each week in a Face to Face format.

​Faculty reporting to campus are encouraged to abide by all health and safety precautions – including effective social distancing.

STUDENTS

Except for limited, pre-approved instruction, no students allowed on campus. Students will access services and classes remotely unless approved otherwise by Provost’s office (or, for specific student affairs-related access, through the approval of the Dean of Students Office).

Campus access is controlled through UHD Police Department sign-in or similar measure.

Students may be permitted limited access to campus for specific services by appointment only (to pick up lab supplies or textbooks, for instance).

​Students allowed on campus only for classes or to access services--students should not plan to study or gather on campus.

​No on-campus/face to face awards ceremonies, student conferences, or other student activities.

Students in classes that meet on campus are allowed on campus during the time surrounding their class meeting time.

Campus access limited to specific entrances.

Students taking classes at off-site facilities such as Lone Star College or Houston Community College may have specific entrance guidelines that also need to be followed.

​Students allowed on campus in order to access the student support services or activities in Student Affairs and/or Enrollment Management that are open by appointment.

Students allowed on campus only for classes or to access services--students should not plan to study or gather on campus.

Students allowed on campus to attend classes and use services based on availability.

Students allowed on campus in order to access those student support services or activities in Student Affairs and/or Enrollment Management that are open by appointment or during drop-in periods.

Students taking classes at off-site facilities such as Lone Star College or Houston Community College may have specific entrance guidelines that also need to be followed.

BUILDINGS

Campus is in a “closed” status except for limited essential activity–which is preapproved by the department in concert with the Office of appropriate Vice President. Access to buildings is controlled. People accessing campus must register their presence with the UHD Police Department or some similar mechanism.

​Campus is “open,” but building access controlled by security and access to buildings is restricted to pre-determined entrances. Faculty, staff, and students accessing campus must enter through these security checkpoints.
