UHD COVID-19 Response Matrix

  • Based on COVID-19 Response Task Force recommendations, the status of UHD operations and classes for fall 2020 will be guided by UHD’s Response Matrix and guidance from state officials and health professionals.

  • As a state institution, UHD follows the directives of the Office of the Texas Governor. By executive order, the Governor has moved Texas into Phase Three of his reopening plan, in order to safely and strategically restart and revitalize all aspects of the State of Texas, including schools and universities.

  • Presently, consistent with the Governor’s directives and the opening guidelines from the UH System Board of Regents, UHD is operating in Step 2 – Orange.

  • UHD will communicate updates via the website and other campus communication mechanisms.

The table below, adapted from the Task Force recommendations, summarizes the status of campus services and operations under each of the four COVID-19 Response Steps.

Class Modalities

Classes will be scheduled in Hybrid, Face –to- Face, Online, and Online Interactive formats.

Classes with on campus components will be limited with specific course activities approved by Provost’s office (e.g. critical instructional needs; specific lab experiences with reduced numbers for enhanced health and safety protocols).

Hybrid, Face –to- Face, Online Interactive operate as scheduled if densities are viable; if we need to reduce density, it will be determined by Provost’s office, prioritizing courses which must have Face to Face for content as well as balancing density across floors/buildings.

All health and safety protocols followed for in-person instruction.

Hybrid, Face-to-Face, Online Interactive remain as scheduled, if the shift to yellow (from orange) occurs mid-semester.

If planning for a new semester in yellow (where the previous semester was red or orange), then the expectation is that academic units would determine the viability of, and student need for additional hybrid, online interactive, and low-cap Face to Face options; social distancing and face mask protocols still in effect for in-person class meetings.

Hybrid, Face-to-Face, Online Interactive remain as scheduled, if the shift to green (from yellow) occurs mid-semester.

If planning for a new semester in green (where the previous semester was yellow), then “green” will represent the resumption of normal course programming using, as needed, the full range of available modalities. Governing health and safety protocols are followed.

Staffing

Essential personnel, as well as those necessary to fulfill mission critical needs, will continue to work on campus. Most other staff will continue to work remotely.

Campus access may be limited to specific entrances.

Staff reporting to campus must abide by all health and safety precautions – including effective social distancing.

Only staff needed to fully operationalize “Step 2 - Orange” on campus as needed; all other employees work remotely (if possible).

Only staff who, through discussions with their supervisors, were determined necessary to fully operationalize “step 3 - Yellow” of their unit’s activities will report on campus as needed; all other employees work remotely (if possible).

Faculty

Faculty may access campus for teaching as well as critical research needs and office access.

Faculty may pick up material from other units (such as the library) on an appointment basis.

Campus access limited to specific entrances.

Faculty service obligations are rendered through virtual platforms; no in-person committee meetings on campus.

Office hours are held synchronously through virtual platforms.

Faculty and students reporting to campus must abide by all health and safety precautions – including effective social distancing.

Faculty who teach Face to Face or hybrid or online interactive classes will be on campus during their classes.

Campus access may be limited to specific entrances.

Faculty have access to campus to conduct research, access their offices, and for instructional purposes. They will also be able to engage with selected administrative offices at the college and institutional levels. Such engagement will be based on the schedules and staffing restrictions of those units.

Faculty may pick up items from other units (such as the library) according to the operating schedules and staffing restrictions of those units.

Service obligations of all faculty are rendered through virtual platforms; no in-person committee meetings on campus.

Faculty teaching fully online will conduct office hours fully online. Faculty teaching in a Face to Face modality may decide to hold office hours in person or remotely or both.

Faculty reporting to campus should abide by all health and safety precautions – including effective social distancing.

Faculty who teach Face to Face or hybrid or online interactive classes will be on campus during their classes.

They will also be able to engage with administrative offices at the college and institutional levels. Such engagement will be based on the schedules and staffing of those units-this information can be found on each unit’s webpage or in the Virtual Lobby.

Faculty may pick up items from other units (such as the library) according to the operating schedules and staffing restrictions of those units.

Service obligations of all faculty are rendered through virtual platforms or in person, provided governing safety protocols are observed regarding social distancing, etc.

Faculty teaching fully online will conduct office hours fully online. Faculty teaching in a Face to Face modality may decide to hold office hours in person or remotely or both, the times and mode faculty are offering office hours must be communicated to students in course syllabi.

Faculty reporting to campus should abide by all health and safety precautions – including effective social distancing and use of face masks.

Return to normal campus engagement by faculty.

UHD is fully operational for in-person interaction, collaboration and engagement.

Faculty go back to working on campus (with a few exceptions) the same way they did prior to UHD’s move to online operations.

Governing health and safety protocols are followed.

Students

Students are only allowed to come to campus for class or to engage with specific student services with an appointment.

Campus access limited to specific entrances.

Students may be permitted limited access to campus for other specific services by appointment only (to pick up lab supplies or textbooks, for instance).

Students allowed on campus only for classes or to access services--students should not plan to study or gather on campus.

No on-campus/face to face awards ceremonies, student conferences, or other student activities.

Students in classes that meet on campus are allowed on campus during the time surrounding their class meeting time.

Campus access limited to specific entrances.

Students taking classes at off-site facilities such as Lone Star College or Houston Community College may have specific entrance guidelines that also need to be followed.

Students allowed on campus in order to access student support services with an appointment. Student support services that offer drop in hours will accommodate student drop-ins during those times.

Students should not plan to study or gather on campus, but may study in pre-determined spaces on campus for short periods between classes or appointments.

Students allowed on campus to attend classes and use services based on availability-department and unit hours are modes of operation can be found in the UHD Virtual Lobby.

Students allowed on campus in order to access those student support services or activities in that are open by appointment or during drop-in periods.

Students taking classes at off-site facilities such as Lone Star College or Houston Community College may have specific entrance guidelines that also need to be followed.

Return to normal campus engagement by students. Students have full access to all student support services or activities.

Students are able to experience normal or near-normal campus engagement with a return to in-person, pre-COVID-19 learning offerings and student support services and activities offered through Student Affairs, Enrollment Management and Advising.

Buildings

Campus is “open,” but building access controlled by security.

Buildings should be accessed through pre-determined entrances.

Faculty, staff, and students accessing campus must enter through these security checkpoints.

Bookstore

Limited in-store hours of operation for purchases and web order pick-up. Online orders are encouraged. Curbside pick-up for online orders will be available during specific hours of operation.
