Hazlewood Decision

 

On January 26, 2015, the U.S. District Court for the Southern District of Texas-Houston Division ruled that a portion of the Hazlewood Act was unconstitutional. That provision requires veterans to have been a Texas resident at the time they entered military service in order to receive exemptions of tuition and fees at Texas public institutions of higher education.

 

The office of the Attorney General is currently reviewing the decision and may appeal the ruling. In the interim, current Hazlewood eligibility requirements remain unchanged pending appeal and legislative action, except for the individual specifically named in the lawsuit. 

 

UHD Veterans Services assists veterans, reservists, guardsmen, and dependents of disabled or deceased veterans of the U.S. Armed Forces. Over 500 veterans are currently pursuing a degree at UH-Downtown.

 

Veterans Services ensures that proper paperwork is completed, certified, and filed with the Department of Veterans Affairs so that payment of education benefits can begin. Veterans Services does not, however, determine eligibility for benefits.

UHD recognizes the unique needs of service members, returning veterans, and their families and will work closely with them to make sure that they are aware of all the benefits and services that are available to them. We are available to answer questions concerning veteran educational benefits, certifying enrollments for the Department of Veterans Affairs, monitoring students' degree plans and academic progress, as well as giving referrals.
