The University of Houston-Downtown is a state agency of higher education whose core values are excellence, opportunity and diversity. Located in downtown Houston, UHD is a publicly supported university with dedicated faculty, small classes and innovative course options.
UHD spends millions of dollars annually on contracts for goods and services. Each product and service is evaluated in terms of overall quality, service, delivery, value and cost. UHD maintains a centralized purchasing department where procurements are made for the various departments following the policies set forth by the University of Houston System, UHD and Texas Comptroller of Public Accounts.
The Comptroller of Public Accounts administers and maintains the state’s HUB certification program. To be eligible for certification, businesses must be at least 51% owned, controlled and actively managed by one or more people from groups that have been historically underutilized. The groups that have been identified as historically underutilized include African Americans, Hispanic Americans, Asian Americans, Native Indian Americans and women.
To be considered for HUB certification, business owners need to complete the State of Texas Bid List/Certification Application. Please ensure sections I and II are completed. The completed form and letter of request must be mailed to:
