The University of Houston - Downtown, as a State
University, is required to comply with the Texas Administrative
Code (TAC) 202 on "Information Security Standards".
To comply with this requirement, the following identification
screen is displayed before users can enter their usernames
and passwords on all university owned PCs, UHD web pages that
require login:

Legal Notice as Required by the State
of Texas
Displaying the following notice pertaining to the use of systems
in Texas Higher Education entities is required per Texas Administrative
Code (Title 1, Part 10, Chapter 202):
(A) Unauthorized use is prohibited;
(B) Usage may be subject to security testing and monitoring;
(C) Misuse is subject to criminal prosecution; and
(D) No expectation of privacy except as otherwise provided by
applicable privacy laws.

Please note the following regarding Information Technology's practices:
- The required identification screen listed above does NOT
represent a change in our practice. It is simply a required
legal notice mandated by the State of Texas
- Information Technology at UHD has a strict no-content viewing
policy of users' data. IT support and security staff does not
open and read documents, e-mail messages, etc.
- Information security processes generally involve automated
tools that examine aggregate data and information, and evaluate
patterns. IT staff does not examine the contents.
