HUB Policy
Mission Statement
The mission of the University of Houston-Downtown (UHD) program is to
provide a service for UHD departments by obtaining the best value in the
purchase of goods and services while maintaining that all procurements
are handled in a fair and ethical manner.
Who We Are
The University of Houston-Downtown is a State of Texas Agency of Higher
Education whose core values are excellence, opportunity and diversity.
Located in downtown Houston, UHD is a four-year undergraduate university,
beginning limited expansion into graduate programs. With dedicated faculty,
small classes and innovative course options, UHD offers excellent educational
opportunities in more than 30 degree programs.
UHD prepares individuals to thrive in the multicultural workplace of
the 21st century through interaction with its richly diverse
student population. At UHD, the emphasis is on teaching excellence and
student success.
Founded in 1975, UH-Downtown is one
of four universities in the University of Houston System, which also includes
UH, UH-Clear Lake, and UH-Victoria.
UHD spends millions of dollars annually on contracts for administrative
goods and services. Each product and service is evaluated in terms of
overall quality, service, delivery, value, and cost. UHD maintains a
centralized purchasing department where procurements are made for the
various departments following the policies set forth by the University
of Houston System, UHD, and Texas Building and Procurement Commission.

Invitation for Bid/Request for Proposal
When UHD identifies a need for goods or services, it solicits competitive
bids or proposals from qualified firms on the state’s Centralized Master
Bidders List or from other suggested sources.
The agency staff may solicit bids or proposals from all prospective bidders
who have a record of fulfilling contracts in a timely manner at a fair
and reasonable price. Prospective bidders who don’t receive a solicitation
may request specific invitations prior to the scheduled bid opening.

Commitment to HUBs
UHD is committed to increasing contracting opportunities for historically
underutilized businesses (HUBs). Out of that commitment, a program was
created to enhance the ability of HUBs to compete for UHD contracts, increase
the agency’s awareness of such businesses, and ensure meaningful HUB participation
in the procurement process.
HUB Certification Program
The General Services Commission administers and maintains the state’s
HUB certification program. To be eligible for certification, businesses
must be at least 51% owned, controlled, and actively managed by one or
more people from groups that have been historically underutilized. The
groups that have been identified as historically underutilized include
African Americans, Hispanic Americans, Asian Americans, Native Indian
Americans, and women.
To be considered for HUB certification, business owners need to complete
the State of Texas Bid List/Certification Application. Be sure to complete
sections II and I. Mail the completed form and letter of request to:
