FINANCIAL AID PROCESS FOR IMMIGRANT/FOREIGN STUDENTS
UNDER HB 1403

Texas law allows for certain students who would previously be classified as non-residents to be classified as RESIDENTS and therefore eligible to participate in certain State of Texas financial aid programs like TEXAS Grant.   The Office of Scholarships and Financial Aid at UHD has developed the following application process so such students can receive the full benefit of this new law.

To receive consideration for these programs, please follow the following process:

1. Apply for admission to the University of Houston-Downtown.   This will accomplish two things 1) you will be assigned a Student ID to be used later in the process and 2) you will find out if you can be classified as a Texas resident.   You MUST be classified as a TEXAS resident to be eligible for state grant programs.
   
2. Now that you have your student ID number, complete the Free Application for Federal Student Aid (FAFSA).   Use your UHD ID number in place of a social security number.   When it asks your citizenship status, indicate “No, I am not a citizen or eligible non-citizen”.   Complete the rest of the forms according to instructions.   Be sure to list UHD’s school code (003612) in Step Six.   Mail the completed application in the envelope provided.  
   
3. Complete the UHD Financial Aid Application and return to our office.   This is available in our office, by mail or on our website.
    
4. If you are a male between the ages of 18 and 26, you MUST register for selective service.   You may either register by answering “Yes” on the FAFSA to #28 (“…do you want Selective Service to register you?”) or complete a registration card at a US Post Office.   Be sure to save the registration card you receive in the mail.   You will be required to provide a copy to our office.

In four to six weeks you will receive a Student Aid Report in response to your FAFSA.   There will be comments saying you are ineligible for federal aid and that there problems with your application.   THIS IS NORMAL.   Once we receive the electronic Student Aid Report we can clear up these edits in our office.  

Since this is an entirely new process, we strongly encourage you to follow up with this office regarding the processing of your financial aid.   When you call, be sure to indicate that you are an immigrant student applying for STATE aid only (not federal aid.)

PROCEDIMIENTOS PARA SOLICITAR ASISTENCIA ECONOMICA PARA ESTUDIANTES IMIGRANTES BAJO LA PROPUESTA 1403

La nueva ley de Texas permite a ciertos estudiantes que eran anteriormente clasificados como NO RESIDENTES ser ahora clasificados como RESIDENTES y por lo mismo ser elegibles a participar en ciertos programas de asistencia económica del estado deTexas como el TEXAS Grant.   La Oficina de Becas y Asistencia Económica de la Universidad de Houston-Downtown ha desarrollado el siguiente proceso de solicitud para que estos estudiantes puedan recibir el total beneficio de esta ley.

El estudiante debe seguir los siguientes pasos para ser considerados y recibir los diferentes programas estatales de asistencia económica:

1. Llenar solicitud de ingreso a la Universidad de Houston-Downtown. Esto logrará dos propósitos 1) se le asignará un número de identificación estudiantil para ser usado después en el proceso de solicitud y 2) usted investigará si puede ser clasificado como un residente de Texas.   Para recibir asistencia de los diferentes programas estatales, el estudiante debe ser clasificado como residente de Texas.
   
2. Llenar la Solicitud Gratuita de Asistencia Federal para Estudiantes (FAFSA). Para la pregunta ocho, utilice el número de identificación estudiantil expedido por la Universidad de Houston-Downtown en lugar del número de seguro social.   Seleccione la opción “C” (No, no soy ciudadano, ni ciudadano elegible) para la pregunta número trece.   Llene el resto de la solicitud de acuerdo a las instrucciones incluidas con la solicitud. En el Paso número seis de la solicitud, asegúrese de incluir el código federal de la Universidad de Houston-Downtown (003612). Enviar la solicitud por correo en el sobre adjunto a la solicitud.
   
3. Llenar la solicitud de asistencia económica de la Universidad de Houston-Downtown (UHD Financial Aid Application) y UHD SAP Policy y entregar la solicitud a nuesta oficina. Esta forma puede ser obtenida en persona, por correo o a tráves de nuesta página electrónica.
   
4. Los estudiantes varones entre la edad de 18 a 25 años deberán inscribirse con el Servicio Militar Obligatorio (Selective Service). Puede inscribirse contestando “Si” a la pregunta #28 de la solicitud FAFSA o llenando una solicitud de inscripción en la Oficina de correos.   Asegurese de guardar la tarjeta de inscripción que recibirá por correo. Una copia de esta tarjeta deberá ser entregada a nuestra oficina.

En cuatro a seis semanas recibirá el informe de asistencia al estudiante (SAR) en respuesta a la Solicitud Gratuita de Asistencia Federal para Estudiantes (FAFSA). Habrá comentarios indicando que no será elegible para recibir asistencia federal y que hay problemas con la solicitud.   ESTO ES NORMAL. Una vez que recibamos el reporte electrónicamente, nuesta oficina se encargará de aclarar los puntos en questión.

Este es un proceso totalmente nuevo y por esta razón les pedimos que se mantengan al tanto del progreso de su solicitud de asistencia económica.   Cuando llame a nuestra oficina, asegurese de indicar que es un estudiante inmigrante solicitando solamente ayuda estatal y no ayuda federal.
