University Planning Council

The University Planning Council is an advisory body to the president that reviews planning and spending initiatives that have been proposed during the unit planning process and makes recommendations to the president on those that that it believes should be adopted. The UPC membership is broadly representative of the university community.  It is chaired by the Associate Vice President for Planning and Analysis and its members include an elected faculty representative from each of the degree-granting colleges, the four vice presidents, the Executive Director of Development, the presidents of the Faculty Senate, Staff Council and Student Government Association, the Executive Director of the Library, the Executive Director of Information Technology, and the Executive Director of the President’s Office. The faculty representatives from the colleges are elected by their fellow faculty members for two year terms. All other members serve on the UPC by virtue of the offices they hold.

The Planning Council’s principal tasks are to:

  • Review the progress that has been made in reaching university-wide goals and objectives set forth in the previous year’s plan.
  • Assist in preparing guidelines and materials for planning at the unit level.
  • Review the area plans prepared by the university’s principal line officers to ensure that they are consistent with each other and with the university’s basic mission and goals.
  • Consider from a university-wide perspective other institutional needs that have not been addressed in the area plans and develop appropriate objectives for these areas.
  • Review all the objectives developed during the planning process as to their relevance to the university’s basic goals and mission, their cost, and the relative priority they should be given.
  • Submit a draft University Plan to the president and the Executive Council for review and final approval.
